The Clark County Department of Aviation has implemented an Automated Vehicle Identification (AVI) program at Harry Reid International Airport (LAS), pursuant to Title 20 Ordinance, Section 20.09.010, and Operating Directive 01-2-R007.

The AVI program is a commercial vehicle management system that tracks and monitors all commercial ground transportation vehicles that use the airport's roadway system and loading/unloading areas. Commercial ground transportation vehicles include for-hire limousines, buses, sedans, taxicabs, regional carriers from nearby cities, as well as courtesy vehicles operated by hotels, motels, off-airport parking facility operators and others.

The Board of Clark County Commissioners has approved the revised General Ground Transportation Automated Vehicle Identification (AVI) System Operating Permit for operations at Harry Reid International Airport. This revised Permit is effective January 1, 2023, and will continue on a month-to-month basis, not to exceed five years or December 31, 2027, and may be terminated by either party at any time upon 30 days advance written notice. Please note the AVI Rules and Regulations are referenced in the Landside Operating Directive 01-2-R006. To obtain an AVI permit, follow the steps here to complete, sign and submit an application along with the required documents.

Who is authorized to purchase Temporary AVI Placards

Any company with a current approved/valid AVI Operating Permit. Certain companies or organizations, who do not have an AVI Permit, but meet the following criteria.

  • Are not otherwise required to participate in the Airport's AVI program.

  • Are providing not-for-hire transportation for a specific event.

  • Must provide vehicle registration, rental or lease agreement with company or event name on it. A rental agreement listing the name of the driver only will not be accepted.

Examples:
  • Steve Harvey Hoodie Awards show rents 5 full size vans to shuttle arriving talent and show production staff from Airport to hotel.

  • Electric Daisy Carnival aka Insomniac Productions rents 30 vans and SUV's to shuttle arriving talent and show production staff to hotel and events.

  • East Coast Pipe Fitters Association rents 3 vans to shuttle arriving convention delegates to and from hotel.


Who is not allowed to purchase temporary AVI Placards?
  • Ground transportation or courtesy shuttle operators who would otherwise be eligible and required to participate in the AVI Program. Note: These companies should be given an Infrequent User Activity Invoice $50 per vehicle per trip and encouraged to participate in the AVI Program.

  • Destination Management Companies.


What does it cost to purchase a Temporary AVI Placard?
There are 4 categories for AVI Placards based on the seating capacity of the vehicle:
  • Category 1 $2.40/trip, seats 1-8 passengers including driver (10-trip minimum)

  • Category 2 $4.80/trip, seats 9-15 passengers including driver (10-trip minimum)

  • Category 3 $7.20/trip, seats 16-30 passengers including driver

  • Category 4 $24.00/trip, seats 31 or more passengers including driver

Temporary Placards may not exceed fourteen (14) days.

How do I calculate the number of "Trips" to purchase?
  • AVI Placard sales are based on the honor system.

  • "Trips" must be purchased for any trip at level zero (T-1 & T-3)

  • There is no charge to drop off passengers at Departure Curb (T-1 & T-3)

  • Refunds will not be given for any unused "Trip"


How do I make arrangements to request approval and purchase AVI Trip Placards?

Once approved, via e-mail or phone, and all of the required documentation is provided, the AVI Placards can be purchased and picked up at the Terminal 1 Parking Office located at the exit gates of the T-1 Parking Garage.


Once I have my AVI Placards what areas am I allowed to use?
  • T-3 Limo/Bus Staging Area (see map)

  • T-1 and T-3 Courtesy Vehicle Stalls. (see map)

  • Driver is allowed to leave vehicle unattended, however the engine must be shut-off.

The Landside Operations Division is dedicated to providing an efficient, safe and orderly parking and ground transportation system for the traveling public, while ensuring the efficient use of limited capacity facilities. Landside staff oversees the transportation and parking facilities to ensure all companies and operators are in compliance with all established Operating Directives, Nevada Revised Statutes, and Clark County Code Title 20 guidelines. Any entity using airport property or facilities must be in compliance with established rules and guidelines or be subject to a civil infraction and/or fine.

Effective July 1, 2012 Off-Airport rental car operators and any other motorized recreational vehicle operator. Category 6 operators are restricted to doing business at Rent-A-Car Center in vehicles limited to the capacities below:

Category 6 AVI charges will be reviewed annually and may increase or decrease accordingly, pursuant to Co. Ord. 20.09.010.

General Operational Notes:
  1. No AVI charges at Terminal 1 and 3 Departure Curbs.

  2. Regional Carriers will not be charged additional trip fees if they return within 2 hours.

  3. Per Capita Companies: AVI rates apply to activity on Level 0 at Terminals 1 and 3. All activity at designated Per Capita curb areas will be per company agreements.

  4. Temporary placards can be purchased for temporary or loaner vehicles not to exceed 14 days.

  5. Effective August 1, 2012, AVI operators, except Cat. 6, will not be charged a second trip charge if they return to a Terminal within 15 minutes of incurring a trip fee at a Terminal. Dwell fees will apply as applicable.
